เอดีบี กสิกรไทย สนับสนุนเงินกู้โครงการลมลิกอร์ของบีซีพีจี โรงไฟฟ้าพลังงานลมแห่งแรกในไทย ที่นำร่องใช้นวัตกรรมกักเก็บพลังงาน สร้างความเติบโตอย่างยั่งยืน
ธนาคารพัฒนาเอเชีย (Asian Development Bank)ธนาคารกสิกรไทย จำกัด (มหาชน) และบริษัท บีซีพีจี จำกัด (มหาชน) ร่วมลงนามสัญญาเงินกู้โครงการโรงไฟฟ้าพลังงานลม “ลมลิกอร์” บริษัทในเครือ ของบีซีพีจี ขนาดกำลังการผลิต 10 เมกะวัตต์ ตั้งอยู่ที่ อำเภอปากพนัง จังหวัดนครศรีธรรมราช ซึ่งเป็นโครงการนำร่องภาคเอกชนรายแรกในประเทศไทยที่นำระบบกักเก็บพลังงาน (Energy Storage System) ขนาด 1.88เมกะวัตต์ชั่วโมง มาใช้เพื่อทำให้ระบบโครงข่ายไฟฟ้ามีเสถียรภาพมากขึ้น โดยระบบนี้จะทำหน้าที่กักเก็บพลังงานไฟฟ้าที่ผลิตได้เกินความต้องการ และนำมาใช้เมื่อมีความจำเป็นในเวลาที่เหมาะสม ส่งผลให้ชุมชนมีไฟฟ้าที่เพียงพอต่อความต้องการ ส่งเสริมการเติบโตของเศรษฐกิจภายในประเทศ ซึ่งโครงการนี้เป็น 1 ใน 4 โครงการของบีซีพีจี ที่ได้รับคัดเลือกจากสำนักงานกำกับดูแลกิจการพลังงาน (กกพ.) ให้เข้าร่วมโครงการทดสอบนวัตกรรมที่นำเทคโนโลยีสนับสนุนให้บริการด้านพลังงาน (ERC sandbox) เพื่อเป็นต้นแบบสำหรับการนำระบบบริหารจัดการพลังงาน (Energy Management System) มาใช้กับพลังงานไฟฟ้าที่ผลิตจากพลังงานลมต่อไป
วงเงินกู้ดังกล่าวจำนวนรวมทั้งสิ้นประมาณ 616.1 ล้านบาท เป็นการสนับสนุนร่วมกันระหว่าง ธนาคารพัฒนาเอเชีย (Asian Development Bank) ในวงเงินประมาณ 235.6 ล้านบาท กองทุนเพื่อเทคโนโลยีสะอาด (Clean Technology Fund) ซึ่งอยู่ภายใต้กองทุนเพื่อการลงทุนด้านภูมิอากาศ (Climate Investment Funds) ในวงเงินประมาณ 144.9 ล้านบาท และธนาคารกสิกรไทย ในวงเงินประมาณ 235.6 ล้านบาท ซึ่งมีวัตถุประสงค์ในการสนับสนุนโครงการที่ช่วยลดมลภาวะทางอากาศ เป็นมิตรต่อสิ่งแวดล้อม และประยุกต์ใช้นวัตกรรมเพื่อความยั่งยืน
นายบัณฑิต สะเพียรชัย กรรมการผู้จัดการใหญ่ บริษัท บีซีพีจี จำกัด (มหาชน) เปิดเผยว่า การที่โครงการพลังงานลม'ลมลิกอร์'บริษัทในเครือของบีซีพีจี ได้ลงนามสัญญาอนุมัติเงินกู้กับ ธนาคารพัฒนาเอเชีย (Asian Development Bank) และ ธนาคารกสิกรไทย ในครั้งนี้ทำให้บริษัทฯ สามารถบริหารเงินทุนอย่างมีประสิทธิภาพ มีเม็ดเงินเพื่อไปลงทุน และสร้างโอกาสในการเติบโตอย่างต่อเนื่องในอนาคต ซึ่งเป็นไปตามแผนที่วางไว้ โดยโครงการลมลิกอร์จะมีส่วนช่วยเพิ่มกำลังการผลิตไฟฟ้าที่มาจากพลังงานหมุนเวียนให้แก่ระบบไฟฟ้าภายในประเทศอย่างน้อย 14,870 เมกะวัตต์ ต่อปี เทียบเท่ากับการลดปริมาณก๊าซคาร์บอนไดออกไซด์ในอากาศ 6,263 ตัน ตลอดทั้งปี 2563
“นวัตกรรมระบบบริหารจัดการพลังงาน (Energy Management System) นอกจากจะช่วยให้เกิดการใช้ทรัพยากรอย่างคุ้มค่าตามแนวทางเศรษฐกิจหมุนเวียน (Circular Economy) แล้ว ยังสามารถใช้เป็นอีกทางเลือกหนึ่ง ของการบริหารจัดการระบบการสำรองไฟฟ้าของประเทศไทยได้อีกด้วย” นายบัณฑิตกล่าวทิ้งท้าย

ADB and KBank to offer financial support to BCPG’s Lomligor Project - Thailand’s first wind power plant with Energy Storage System
Asian Development Bank, Kasikorn Bank, and BCPG Public Company Limited signed a financial facility agreement to finance the 10-MW Lomligor Project, BCPG’s wind power plant located in Pak Panang district, Nakhon Si Thammarat province. The Lomligor Project will be the first wind farm in Thailand to apply Energy Storage System, with a total production capacity of 1.88 MWh, to energy production. The Energy Storage System serves as an energy backup storing the excess energy and supplies it back to the system at an appropriate time. This system ensures the stability and reliability of renewable energy sources, as well as enhancing energy security for communities and supporting economic growth across the country in the long run. The Lomligor Project has also been selected by the Office of Energy Regulatory Commission to be included in the ERC Sandbox Project to pilot the use of Energy Management System in wind power plants.
According to the agreement, BCPG will gain the total financial support of 616.1 million Baht from three financial institutes – Asian Development Bank (235.6 million Baht), Clean Technology Fund (144.9 million Baht), one of the two trust funds comprising the Climate Investment Funds, established in 2008 to provide financial support for climate-related development efforts, and Kasikorn Bank (235.6 million Baht).
Bundit Sapianchai, BCPG President, stated that such financial support from the three institutes was very significant to BCPG in terms of investment fund stability for the continuous growth of the Company. Moreover, the Lomligor Project will help increase the supply of renewable energy to Thailand’s domestic grid, generating at least 14,870 MW of electricity per year while reducing 6,263 tons of annual carbon dioxide emissions in the country beginning in 2020.
“The innovation of Energy Management System is not only in line with Circular Economy basis when every unit of generated electricity is tapped into its utmost capacity, but also an alternative to energy backup management of the country,” said Mr. Bundit.
